L’associazione Utopia rossa considera suo fondamento politico il principio secondo cui il fine non giustifica i mezzi, ma nei mezzi si deve riflettere l’essenza del fine. Non ha programmi politici, come del resto non ne aveva la Prima internazionale. Nonostante le più diverse provenienze ideologiche dei suoi sostenitori, essa ritiene che l’anticapitalismo dilagato dopo l’inizio dell’Antirivoluzione russa (dicembre 1917) sia stato motivato fondamentalmente da idee precapitalistiche, cioè retrograde, e non da progetti di civiltà in grado di superare il capitalismo sviluppando ulteriormente i suoi modelli di democrazia. Ciò spiega anche il prevalere, nella storia della cosiddetta «sinistra», di simpatie per i regimi dittatoriali di ogni specie e colore. Utopia rossa si batte contro l’ulteriore diffusione di ideologie precapitalistiche vecchie e nuove (in campo politico, culturale, ecologico, religioso ecc.), come parte della sua battaglia per il superamento del capitalismo, se si vuole salvare la vita sulla Terra con la sua umanità. In questo senso la sua utopia continua ad essere rossa.

The Red Utopia association considers its political foundation to be the principle that the end does not justify the means, but that the means must reflect the essence of the end. It has no political program, just as the First International did not. UN ARTICOLO SULL’IMPERIALISMO ARABO SU CUI RIFLETTERE

Caro Roberto,

il sito inglese Point of No Returnhttps://www.jewishrefugees.org.uk ) è dedicato a un gruppo di ebrei fin troppo dimenticati, ovvero i rifugiati dai paesi arabi e islamici del Medio Oriente.

Qualche giorno fa hanno pubblicato un articolo molto interessante di Olga Kirschbaum-Shirazki intitolato “Il Medio Oriente ha bisogno di respingere l’imperialismo arabo per raggiungere la pace”.

Fra gli elementi più interessanti dell’articolo della Kirschbaum-Shirazki, cofondatrice ed editrice della Tel Aviv Review of Books, mi pare ci siano due elementi: intanto una riflessione di fondo sulle nozioni di impero e nazione viste in un quadro europeo e mediorientale; e poi il rifiuto della nozione che gli arabi (e l’Islam) siano i soli legittimi, e antichi, abitanti del Medio Oriente.

In questo, come sottolinei tu, si nota: “la profonda cultura (storico-politica-geopolitica)” dell’autrice, e la sua capacità di porre “la questione curda nell’epicentro dell’aggressività di tre correnti imperiali: turca, iraniana e araba […] e che nelle mire imperiali turche, iraniane e arabe si veda oggi il fattore di maggior pericolo in area mediorientale”.

Condivido pienamente un’altra considerazione che fai quando dici che l’autrice: «sottolinea un “piccolo” dettaglio che sfugge a tutti coloro che affermano un’assenza di continuità degli ebrei dalla loro terra d'origine: e cioè che per quasi due millenni gli ebrei sono stati esuli perché perseguitati, ovunque, e non in conseguenza di esodi dovuti a guerre. In realtà agli inizi vi fu un primo grande esodo (Guerra giudaica del 66-70), ma poi poco a poco presero il via le persecuzioni che, come sappiamo ancora continuano».

E ne consegue che, se si vuole veramente aprire una prospettiva di pace per la regione mediorientale, occorre una iniziativa di portata internazionale per frenare le ambizioni imperiali delle tre diverse componenti islamiche. Al di là dei tentativi di attori non-statuali impegnati alla rinascita del “Califfato” (Al-Qaeda, Isis/Daesh e una miriade di altri operatori più o meno velleitari) sono veri e propri Stati come l’Iran, la Turchia e alcuni Paesi arabi che incorporano in sé intenzioni molto pericolose.

Il fatto che alcuni fra quegli Stati arabi siano orientati oggi a un’alleanza con Israele e con l’Occidente, in un’ottica volta a contrastare le mire degli ayatollah di Teheran (vedi la vicenda degli “Accordi di Abramo”), potrebbe contribuire alla ricerca di una soluzione. Ma questo non significa dimenticarsi che per decenni l’Egitto e l’Arabia Saudita sono stati in prima fila nei vani tentativi di distruggere Israele e nel diffondere in tutta Europa l’ideologia politica dell’Islam più aggressivo.

Penso che questo articolo possa essere molto utile per la riflessione di chi segue Utopia Rossa. Non da ultimo per la critica netta allo slogan “Due popoli, due Stati”.

Il Medio Oriente ha bisogno di respingere [ROLL BACK] l’imperialismo arabo per raggiungere la pace

Nella nostra epoca di aspri dibattiti sul nazionalismo, vale la pena prendersi un momento per considerare l’origine della creazione di piccoli Stati nell’Europa continentale dopo la Prima guerra mondiale. In questo primo quarto di secolo del secondo millennio, gli Stati nazionali europei hanno dimostrato di essere più stabili e governabili, oltre che più democratici, rispetto ad altre forme politiche. Gli Stati di maggior successo del dopoguerra – se la misura è la prosperità dei loro cittadini e la trasparenza dei loro governi – sono gli Stati nazionali della Scandinavia con le loro minoranze Sami e Inuit, ora semiautonome. Il grande risultato dell’Unione Europea non è la sua unità e le sue dubbie strutture politiche con la loro mancanza di trasparenza e responsabilità, ma piuttosto la sovranità nazionale dei popoli d’Europa, uniti da lingua, cultura ed etnia, che sono i suoi membri costituenti in un continente dove un tempo governavano gli imperi.

Inoltre, gli Stati nazionali sono stati le unità di maggior successo nel mantenere il concetto di bene pubblico e nel limitare le società multinazionali e i monopoli statali. In effetti, lo Stato e le sue leggi sono probabilmente l’unica cosa che può garantire con successo che i lavoratori e i locali non subiscano orribili abusi. Le multinazionali prosperano soprattutto negli Stati in cui le rimanenti gerarchie razziali imperiali persistono nel mandare in frantumi ogni nozione di bene comune: questa è la storia di tutte le ex colonie di insediamento nelle Americhe, con la possibile eccezione dell’Uruguay, un piccolo paese che è in gran parte un amalgama fra gli immigrati spagnoli e italiani con la minuscola popolazione indigena del XIX secolo, decimata dalle malattie dopo la colonizzazione europea e una guerra genocida. In molti casi queste gerarchie fanno ancora parte dell’assetto giuridico del Paese, soprattutto con l’abrogazione dei trattati con le Prime Nazioni. Tutti questi paesi, a vari livelli, hanno una sottoclasse radicalmente impoverita, spesso composta da popolazioni indigene e in alcuni casi dalla diaspora africana.

IMPERIALIST WARS AND “PACIFISM” (Part 1)

The Russian aggression against Ukraine that started on February 24, 2022 has raised a number of problematic issues in Marxist theory, as well as problems putting into practice basic principles that initially seemed clear to all Marxists. There are organizations that vindicate Leon Trotsky and the Fourth International and have produced many documents on the nature of the Russian-Ukrainian war which sometimes differ diametrically from each other. At the same time, there are organizations that do not come from this tradition but have adopted political positions quite close to those of revolutionary Marxism.

At a certain level of the discussions to obtain a positive result it is necessary to return to the basic categories of 20th century Marxism. And to be clearly defined in regards to our attitude towards such concepts, often speculative, which are used by supporters of imperialist aggression to disguise their transition to the camp of the imperialist bourgeoisie and to justify the new colonial aggressions of the 21st century.

Sometimes it is very difficult to cut through the thorns of the “anti-imperialist” rhetoric and discover behind them the support for the recent aggressive imperialisms. It is no less difficult to reveal the interests of one or another imperialism under the apparently attractive rhetoric of pacifism. And it is even more complex to reveal between the deafening growls of revolutionary defeatism the real work of the imperialist agents within the labor movement. We will have to do it, because only the truth is revolutionary as it can point us to the mistakes of the past and guide us correctly towards the future.

 

Imperialist wars

One of the key elements of current discussions is the category of imperialist wars and the problem of shaping the attitude of Marxist organizations towards them.

Some are trying, based on Ukraine’s economic and military dependence on the NATO imperialist bloc countries, to deny the Ukrainian people their right to self-determination and free development. This is accompanied by false statements that Ukraine does not have its own rights, interests, and its own subjectivity. They try to point out that it is not the Ukrainian people who are face to face with a terrible aggressor on the battlefield, but rather the NATO imperialist bloc that is fighting against Russian imperialism. But it is quite obvious that the NATO bloc has no intention of directly entering this war. It prefers to limit participation to the supply of arms to Ukraine, which is not enough to liberate the Ukrainian territories occupied by the aggressor.

In this sense, the approach of the Leninist wing of the Zimmerwald Left of 1915 in relation to Serbia and its national liberation struggle against the Austro-Hungarian Empire will be very indicative for our analysis. In his work «The collapse of the Second International Lenin» noted in particular: “In the present war the national element is represented only by Serbia’s war against Austria (...) It is only in Serbia and among the Serbs that we can find a national-liberation movement of long standing, embracing millions, “the masses of the people”, a movement of which the present war of Serbia against Austria is a “continuation”. If this war were an isolated one, i.e., if it were not connected with the general European war, with the selfish and predatory aims of Britain, Russia, etc., it would have been the duty of all socialists to desire the success of the Serbian bourgeoisie; this is the only correct and absolutely inevitable conclusion to be drawn from the national element in the present war.

As we can see, Lenin does not support the national liberation struggle of the Serbs only (!) because the inter-imperialist war of the main imperialists powers is already raging and in it Serbia is an integral part of the Entente imperialist bloc (England, France, Italy, Russia, Usa). It is not about the supply of weapons from the Entente countries to Serbia: it is about the fact that all the Entente countries are fighting directly in the European theater of operations, and the Serbian front against Austria-Hungary is only one of the fronts of the inter-imperialist war.

I consider it theoretically mistaken and practically harmful not to distinguish between types of wars. We cannot stand against the wars of national liberation. You take an example: Serbia. But if the Serbs fought alone against Austria, would we not stand with the Serbs?” Lenin wrote in 1915. As we see, the key aspect of the formation of his political position is once again the fact of Serbia’s involvement in the united front on the side of the Entente imperialist bloc.

The club of supporters of Russian imperialism will fail in their attempt to pass off the heroic resistance of the Ukrainian people and their army against Russian imperialist aggression for a NATO war against Russia. As I have already pointed out, the fact that there is an imperialist war in no way defines its imperialist character for all its participants. Even in the vile and greedy world massacre of 1914 there were peoples for whom participation in the war was associated with self-determination and national liberation.

 

Can the current Russian-Ukrainian war change its character and be transformed from a national liberation war of the Ukrainian people in one part to a global inter-imperialist war and under what conditions? Alejandro Bodart gives clear answer to this question: “If any of the imperialist countries in NATO were to declare war on Russia, for whatever reason, the character of the entire conflict would change (...) We would effectively enter an inter-imperialist armed conflict and would have to adapt our policy and orientation to the new situation”.

Do we see the premises for the development of the situation in this direction? Not yet. Should we always be prepared for such a possible transformation of the situation? Obviously yes.

FOR A ONE STATE SOLUTION (MULTI-ETHNIC, SECULAR AND DEMOCRATIC) IN PALESTINE

1. Hamas' action: a barbaric and terrorist operation

Commentators have compared Operation Al-Aqsa Flood to several historical events, for example Pearl Harbor (in terms of surprise and impact) and the Tet Offensive (the 1968 North Vietnamese offensive pushed the US administration to begin peace negotiations). By choosing October 7 as the date of the attack, Hamas, Islamic Jihad and allied organizations obviously evoke the surprise attack by Egypt and Syria on Israel on Yom Kippur in 1973, the 50th anniversary of which was the previous day.

By type of attacking force, psychological impact and ferocity of the assault I am among those for which the most pertinent comparison is with the Al Qaeda terrorist attacks of September 11, 2001. The vast majority of the at least 1,300 Israelis killed in the incursion were civilians, Jews of both sexes and of all ages, including many dozens of Israeli Arabs, to which must be added the wounded and approximately 200 kidnapped hostages. Overall, the number of Israelis killed in just a few hours in Operation Al-Aqsa flood is more than four times the total killed in the fifteen years between 2008 and September 2023.


In evaluating the political and military consequences of the complex and surprising Hamas operation, one cannot ignore its terrorist rather than warlike character in the usual sense, that is, it was not aimed at striking the enemy armed force and/or taking control of territory. Although full of negative connotations and often used in a more instrumentally moralistic than rationally ethical-political way, I use the term «terrorism» here in a descriptive way: as an action of an individual or an organized group, whose value does not reside primarily in material damage inflicted on the enemy, but in the symbolic importance of the gesture itself; real objective is to affect the will to fight and the orientation of the political and/or social adversary, therefore with the aim of revenge and deterrent intimidation, or as an exemplary gesture which has the intention of arousing consensus and indicating - to the people or to the reference class - the right path to follow: purposes that can be combined. It is also necessary to distinguish terrorism carried out in the name of an oppressed people or a class dominated by state terrorism as the practice of a dominant caste or class. The distinction is politically relevant because the coherence between the means employed and the purpose can be very different in the two cases, 

This is especially true for oppressed peoples and the dominated class: terrorism can produce effects far from those desired or declared, it tends to replace apparatus warfare for the struggle, organization and self-defense of social movements.

The operation launched by Hamas and other organizations aspires to achieve the indicated terrorist objectives: intimidation against Israeli state terrorism and Zionist extremism, revenge for the deaths and suffering of the Palestinians, an «exemplary» gesture for Palestinians, Arab peoples and states against Zionist and Western domination.

What is horribly «ordinary» for Gaza is instead extraordinary for Israel and therefore psychologically and politically traumatic. However, trauma does not necessarily equate to paralysis. If before October the right-wing government of Benjamin Netanyahu was in serious difficulty, now a government of national unity has been formed; a state of war was declared for the first time since 1973; the reservists - in August more than 10,000 had declared that they did not intend to serve if Netanyahu did not give up his reform of the judicial system - are mobilised: 360,000.

It is not possible that, however fanatical and optimistically hopeful of external help, the leaders of Hamas and other organizations underestimated the destructiveness of Israel’s retaliation in the face of an action of this magnitude. It was absolutely obvious that the attack by Hamas and other organizations would condemn the Palestinians of Gaza to terrible and unnecessary suffering: as of October 18, 3,478 Palestinians had already been killed in the Gaza Strip, including 853 children (on the 17th) and 64 in West Bank, the injured in the two regions are 12,500 and 1,284 respectively (United Nations Office for the Coordination of Humanitarian Affairs data). If the bombings do not cease and if the Israeli army invades Gaza, the Palestinian victims, mostly civilians, will be between ten and twenty times more numerous than the victims of the Hamas incursion. We cannot have any illusions about this, we can only hope that as many Gazans as possible will be allowed to reach safety, instead of remaining under siege to act as «human shields» for Hamas and «collateral damage» for the Israelis. And whatever their real motivations and objectives, discussed later in the article, Palestinian leaders cannot fail to have taken into account the possibility - if not the certainty - of military annihilation. The orography of Gaza is not that of southern Lebanon, favorable for defense, where Hezbollah is present in force; the Gaza Strip does not allow for defense in depth; it has no contiguity with countries - Syria and Iran - which could support it with arms supplies; Gaza Strip can be completely blocked: Hamas has no logistical background; the military capabilities and quality of the arsenal of Hamas and Islamic Jihad are much inferior to those of Hezbollah and, presumably, they have already discharged the mass of rockets available.

Operation Al-Aqsa flood was the exact opposite of a spontaneous popular uprising (which may result from and involve the action of an organization but is not determined by it) and of the first Intifada, which was the moment of maximum sympathy for the Palestinian cause. Then it was truly a challenge between David’s sling and the brute strength of the colossus Goliath. Instead, 2023 is a coldly deliberate terrorist operation, not an explosion of popular anger.

This said, I move from the description to the ethical-political evaluation, the reasons for which I will explore further below.

For the Palestinian people, Operation Al-Aqsa flood is a human catastrophe, which does not result from an error of evaluation or from unintentional and unpredictable effects on the part of those who decided it. The material agent of the catastrophe is the Israeli armed force, but Hamas and its allies share political responsibility with the Israeli government and its supporters.

Hamas uses the Palestinians of Gaza as cannon fodder for its own power purposes. Hamas is an enemy of the Palestinian cause. The Palestinians are the first interested in eliminating Hamas and its associates.

For the Israelis and for the world, the Hamas Operation is an act of barbarism worthy of the pogroms of the Russian Black Hundreds at the time of the Tsar or the Nazi Kristallnacht. It is a horror that Jews are still killed because they are Jews. It is a crime on par with the massacre in the Palestinian refugee camps of Sabra and Shatila. It is a war crime and a crime against humanity, a shame that tarnishes the Palestinian cause. This fact cannot be reduced by listing Israeli war crimes, nor can it be justified by the daily barbarity that the Palestinians have suffered for many decades. There is no justification for horror wherever it comes from, otherwise all horrors, especially those of the powerful, will always find their justification in the name of the end that justifies the means. 

For for the protests against the war and for Palestinian rights to have political and moral credibility and therefore consensus, the atrocity of Hamas and its partners must be condemned in the clearest and most unequivocal way.

Whatever the expectations of the Hamas leaders, the terrorist characteristics and the consequent effects of Operation Flood objectively demonstrate the impossibility of militarily defeating Israel, whose destructive potential, including nuclear weapons, remains intact. Knowing history, one can understand that the prospect of winning the State of Israel through armed struggle died at least more than forty years ago, when Israel’s invasion of Lebanon in June 1982 led to the expulsion of the Palestine Liberation Organization (PLO) from that country. Operation Flood is the last barbaric but desperate coup that marks its definitive failure. 

It is proven that on the path of armed struggle and terrorism the Palestinian people will never be able to obtain justice. It has become a politically useless path and a morally unacceptable waste of lives.

The rise of Hamas was the result of another failure: that of al-Fatah, of the Oslo accords and of the aspiration for an independent Palestinian state alongside that of Israel. On the other hand, as long as Israel remains constitutionally an ethnocentric and Zionist state, the Palestinians will not be able to have justice. At this point, the only pursuable objective is therefore that of a single multi-ethnic Israeli-Palestinian state, obviously secular so that the feud between Judaism and Islam does not survive.

Ucraina 23: NOI DICIAMO: GUERRA ALLA GUERRA!

Da un anno il regime di Vladimir Putin sta uccidendo ucraine e ucraini, manda a morte centinaia di migliaia di russi e minaccia il mondo con armi nucleari in nome del folle obiettivo di restaurare il suo impero. Per noi, donne e uomini della Russia che ci opponiamo all'aggressione e alla dittatura di Putin è stato un anno di orrore e vergogna per i crimini di guerra commessi quotidianamente in nostro nome.

Nel primo anniversario di questa guerra, chiamiamo tutti e tutte coloro che desiderano la pace a partecipare a manifestazioni e raduni contro l'invasione di Putin. Purtroppo non tutte le manifestazioni "per la pace" che si svolgeranno il prossimo fine settimana saranno azioni di solidarietà con l'Ucraina. Gran parte della sinistra occidentale non comprende la natura di questa guerra e sostiene il compromesso con il putinismo. Abbiamo scritto questa dichiarazione per aiutare i nostri compagni all'estero a comprendere la situazione e a prendere la giusta posizione.

Una guerra controrivoluzionaria

Alcuni scrittori occidentali attribuiscono la guerra a cause come il crollo dell'URSS, la "storia contraddittoria della creazione della nazione ucraina" e il confronto geopolitico tra potenze nucleari. Senza negare l'importanza di questi fattori, ci sorprende che questi elenchi trascurino la ragione più importante e ovvia di quanto sta accadendo: il desiderio del regime di Putin di reprimere i movimenti di protesta democratica in tutta l'ex Unione Sovietica e nella stessa Russia.

La presa della Crimea nel 2014 e le ostilità nel Donbas sono state una risposta del Cremlino alla "rivoluzione della dignità" in Ucraina che ha rovesciato la corrotta amministrazione filorussa di Viktor Janukovič, nonché alle manifestazioni di massa dei russi per elezioni giuste nel 2011/12 (note come proteste di Piazza Bolotnaya). L'annessione della penisola di Crimea è stata una vittoria per la politica interna per Putin. Ha usato con successo la retorica revanscista, anti-occidentale e tradizionalista (nonché la persecuzione politica) per espandere la sua base sociale, isolare l'opposizione e trasformare Maidan in uno spauracchio con cui spaventare la popolazione.

QUANDO MANCA LA PIETAS… LETTERE SULL’UCRAINA E UN COMPAGNO ITALO-BRASILIANO

Caro Roberto, vediamo che la politica è come il calcio: dolce illusione di poter convincere la gente, anche con buoni argomenti. Se tu sostieni il Milan e io la Juventus, non faremo mai cambiare all’altro la sua posizione… Le mie argomentazioni sono state più che coerenti, e tu continui con la tua posizione. Lo stesso dovrebbe valere per le vostre argomentazioni, con le quali sono in buona parte d’accordo (come per quanto riguarda Putin), ma che non mi convincono sulla base principale: quella di continuare la guerra che, per me, è chiaramente una guerra imperialista.

Ma il mio rispetto per te e il mio dovere etico nei confronti della tua richiesta di aiuto per la traduzione del vostro Manifesto sono talmente irrinunciabili che, ovviamente, ne segue la traduzione in portoghese, in modo che possiate diffondere ampiamente il Manifesto nei Paesi di lingua portoghese. Dopotutto, non sono il detentore della verità e, anche se sono fermamente convinto di ciò che ho sostenuto, può darsi che alla fine abbiate ragione voi…

Caro F., mi ha fatto piacere leggere il tuo secondo intervento nel quale ci comunichi di fare la traduzione in brasiliano pur non essendo d’accordo con la sostanza delle nostre posizioni. Ciò dimostra la tua onestà intellettuale, e la simpatia e amicizia che continui a provare per noi. Si può essere in disaccordo politico, ma non intaccare i sentimenti reciproci di empatia. Questa è la vera solidarietà tra compagni.

Non entro nel merito delle tue posizioni, ma due cose mi sento di dirle.

La prima è che condivido pienamente il giudizio sulla Nato che è da sempre e sempre sarà uno strumento di repressione, sfruttamento, coercizione, annientamento di popolazioni e/o di governi ritenuti pericolosi per il benessere e gli interessi politici ed economici di sfruttamento delle potenze alleate. È ovvio che la Nato e la Ue non stanno armando il popolo ucraino per un sentimento di pietas, ma perché perseguono le proprie politiche imperialistiche di grandi potenze. Affermare ciò è come parlare dei benefìci dell’acqua calda.

Però questa guerra non è interimperialistica, in cui l’Ucraina sarebbe solo una variabile occasionale. Questa è una guerra di aggressione dell’imperialismo russo putiniano contro un popolo e un governo sovrano che ha scelto di difendere il proprio territorio e il proprio diritto all’autodeterminazione. CINA E STATI UNITI: IMPERIALISMI A CONFRONTO

I discorsi in merito all’ascesa della Repubblica popolare cinese (Rpc) sono troppo spesso viziati da astratti schemi storici e da pregiudizi ideologici, da generalizzazioni basate sulla cronaca o su dichiarazioni ufficiali e propositi propagandistici. È per questo motivo che ho preferito evitare un discorso generico ed esaminare in modo puntuale le vicende storiche e lo scenario politico contemporaneo del Mar cinese meridionale, l’area del mondo che meglio si presta verificare l’idea di una possibile transizione dell’egemonia regionale (e in prospettiva mondiale) dagli Stati Uniti alla Cina e all’analisi della coerenza dei diversi aspetti della politica estera della Rpc. E non mi stancherò di ripetere che qui il termine egemonia è inteso nell’unico modo (gramsciano) che ne giustifica l’uso specifico: non come mero dominio e prevalenza della potenza ma come unione di forza consenso, con enfasi sul consenso e la capacità di costruire alleanze, sia tra i governi e le classi dominanti di Stati diversi sia, almeno in certa misura, all’interno dei singoli Stati. 
Quindi, tenendo ferma l’analisi regionale, in questo articolo cerco di trarre delle conclusioni più ampie, anche attraverso la comparazione delle varie dimensioni della politica estera della Rpc e degli Stati Uniti.

ZAHIST PRATZI (“LABOUR DEFENSE”) AT THE EUROPEAN ASSEMBLY OF RESISTANCE IN BUDAPEST, by Andrii Ishchenko

A regional European Assembly of Resistance (EAoR) was held in Budapest (Hungary) from March 2 to 4, 2018: a delegation of the All-Ukrainian Independent Trade Union Zahist Pratzi (“Labour Defense”), consisting of its coordinator, Andrii Ishchenko, and a member of its feminine department, Inna Valeshkovskaya, took part in its work from Ukraine. Among the participants there were representatives of the left and social organizations of Austria, Hungary, Slovenia, Spain, Czech Republic, Germany, Russia, Croatia, Serbia, France and Sweden.
As it was expected, the most heated discussion was on the “Ukrainian issue”. The representative of the pro-Russian party Union of Leftists, Sergei Markin, living outside the country, claimed that a fascist regime is already established in Ukraine and their party is being persecuted and works underground, trying to add to the text of the Final Resolution some paragraphs which would shift its emphases from classist priorities to civilizational ones.
On the contrary, I focused on the fact that the right regime in Ukraine, although slipping increasingly into authoritarianism and carrying out ultra-capitalist reforms, tries to preserve democratic decorations; however, at this time its nature is undistinguished from right-wing authoritarian regimes surrounding Ukraine (Russia, Belarus and Kazakhstan).
There are no sufficient grounds to believe that the Ukrainian regime has already turned into an open terrorist dictatorship, since there left and trade union activists can work using legal methods; they consider suicidal to enter stealth mode and will make maximum use of the remaining opportunities for a legal struggle for the Ukrainian workers rights, in spite of the growing pressure of an authoritarian and anti-democratic regime and the persecution of trade union activists in different parts of the country.
In the final text of the General Resolution of the Assembly of Resistance, as a result of an acute and open controversy and a lengthy discussion, almost all of the attendees of the meeting decided to retain its classist orientations and accents of genuine proletarian internationalism; its substance wasn’t distorted by the seeking of “progressive” imperialism and the struggle of civilizations.
Based on the results of the three-days work, the Final Declaration was adopted, in which the participants stated the crisis of the political and parliamentary left-wing practically in all countries of the world, the ubiquitous reduction of the social state (even in Sweden) and the need for joint international actions in which the “overthrow” of authoritarian systems can begin socially only with a broad, mass movement of public self-defense.

Four main directions of joint actions was adopted:

1) In the economy – the fight against the oligarchic economy and its replacement by a mixed multi-sector economy, creating a pluralistic ownership structure for broader groups of society, in other words, the necessity of freedom in organizing cooperatives in all spheres of economy;

2) In social policy – the struggle to improve the living conditions of impoverished social groups. Instead of various forms of bourgeois nationalism, racism, ethnic folly, the persecution of Roms and migrants, the most important public task of the left-wing – regardless of politics – is to ensure the cultural growth of the population, the establishment of civilian “people’s” educational structures and self-education groups;

3) In the political field – the concept of political democracy needs to be supplemented with concepts of economic and cultural democracy, so that everyone could be involved in “democracy”, and not just “elected”. Authoritarian regimes and their excluding constitutions must be rejected. Social rights should be fixed in the constitutions and implemented;

4) In the field of social base – the main keys of the anticapitalist left-wing are trade unions and public organizations. If left forces don’t act as a spokesman of the interests of people living on wages or labor incomes and unemployed workers, they will destroy themselves.

ERDOĞAN’S NEO-OTTOMANISM AT A DANGEROUS TURNING POINT, by Pier Francesco Zarcone

It is not being dealt with by major media, but there appear to be new and dangerous winds of war about to blow in the eastern Mediterranean.
On October 15, 2016, in a speech at the university that (modestly) bears his name, the Turkish president outlined some lines of his new foreign policy, announcing the intention to regain territories lost by the Ottoman Empire following defeat in the First World War, with specific reference to Western Thrace and the Dodecanese, all areas belonging to Greece, in theory an ally of Turkey in NATO.
In December 2017 he was echoed by the head of the secular neo-Kemalist opposition, Kemal Kılıçdaroğlu, leader of the Republican People’s Party (CHP), who announced that Turkey would invade eighteen Greek islands in 2019 – as then Prime Minister Bülent Ecevit had done with Cyprus in 1974 – stating that “there is no document” demonstrating that these islands belong to Greece. This was to happen – and here lies the gravity of the situation – if his party (apparently Social Democratic) were to win the next elections.
Another sign came in Erdoğan’s speech on February 17 at a congress of his party (AKP) held in Eskişehir. Speaking of the military action against Syrian Kurds, he proclaimed:
“Those who think that we have erased from our hearts the lands from which we withdrew in tears a hundred years ago are wrong. We say at every opportunity we have that Syria, Iraq and other places in the geography [map] in our hearts are no different from our own homeland. Wherever the call to prayer is understood, we fight so that we do not brandish a foreign flag. What has been done so far is nothing compared with the even more imposing attacks that we expect for the coming days: God wills it!”.
Then, on his recent visit to Athens, Erdoğan had addressed – albeit only at the diplomatic level – the problem constituted by those Aegean Islands situated near Anatolia that the Treaty of Lausanne of 1923 had assigned to Greece, expressing the need for a review of that agreement.
In the meantime, it is worth noting, the final touches were being put to the sale to Turkey of the ultramodern Russian S-400 anti-missile system, an initiative highly criticised by NATO also because it is not compatible with other weapon systems used by the Atlantic Alliance.
It should be recalled that the Treaty of Lausanne – replacing the previous Treaty of Sèvres, which had been degrading for what remained of the Ottoman Empire – recognised the reconquest of the whole of Anatolia by Kemalist forces, and that in view of this the attribution to Greece of the now contested Thracian islands and territories was acceptable.
It was also a sort of sop to Athens, ruinously defeated by Atatürk after being installed with British support in the area of Smyrna, in the crazy dream of partly rebuilding the Byzantine Empire (it was the so-called Megali Idea).
The worrying episodes that form part of this pre-war climate are not lacking, and the recent confrontation in the Aegean between the Greek offshore patrol vessel 090 Gavdos and the Turkish patrol boat Umut was only one element of the series. On July 28, 2017, for example, a Turkish CN-235 spy plane was intercepted by the Greeks, and shortly afterwards, on August 12, eleven Turkish F-16 planes trespassed in Greek air space over a twelve-hour period, resulting in thirteen occasions on which as many Greek planes engaged in interception. The trespassing took place in the skies of Limnos, Lesvos, Samos and Chios.
That belligerent revanchist intentions also rub off on the Turkish opposition is serious both in and of itself, and because the neo-Kemalists would be expected to have it clear why Atatürk had warned several times not to make enemies on the borders: the good and security of Turkey.
Today, Ankara’s troops (and as many enemies) are outside the borders of the Turkish Republic in the occupied part of Cyprus, northern Syria and Iraq.
In the Iraqi area of Mosul, Turkish troops are present once again without the permission of the Baghdad government, which in fact speaks of invasion. In the Mosul region, according to former Greek Chief of Staff General Fragkos Fragkoulis, Turkey intends to secure access to Iraqi oil. Would it be a surprise if, sooner or later, Erdoğan were to claim (perhaps resorting also to military action) the entire territory of the former vilayet of Mosul, to which Kemalist Turkey effectively aspired but which was assigned to Iraq by British will?
At this point the current operation in Syria presents disturbing connotations, which could lead to international complications and bloodshed. The problem is to understand against whom the “imperial” intentions of Erdoğan are really directed.
It is now so evident that the doors of Europe are closed for Turkey that the majority of Turks themselves have stopped taking it into account, and perhaps – with the Islamist wind that is blowing – they no longer want to enter.
Another example of how political myopia strikes “indirectly”: if instead of closing up (hypocritically, without saying so) into racist xenophobia and paranoid anti-Islamism – yet having a higher, clearly deficient cultural level – European leaders had taken the opportunity to allow that country in when the assertively “moderate” Muslims still did not have power, today we would perhaps have a different situation and different problems.
And probably the AKP could have counted on one less card: dangerous wounded Turkish pride, which inevitably falls back on the old saying: “the Turk has no friend but the Turk”.
Today Erdoğan, whose popular consensus does not seem to have waned, is angry with so many: Germany, the European Union, NATO and the United States, partly because of the failed coup against him – most likely triggered by his Western “allies” – and with the addition that archenemy Fethullah Gülen continues to live peacefully in the United States. It cannot be ruled out that the hostile attitude towards Greece is part of a plan to create difficulties for NATO, of which both countries are part.
An article recently appeared in the Turkish newspaper Yeni Şafak (perfectly aligned with Erdoğan) which, while on the one hand it increased Greek concerns, on the other may provide elements of interpretation. Its author, İbrahim Karagül – an AKP “hardliner” considered the President’s unofficial spokesperson – writes that Erdoğan’s latest move follows the persistence of Western ambiguities and especially of the United States, false friend of Turkey and accomplice of the Kurdish enemy.
At this point, once the country had reunited around him, he would lead it to a new “war of independence” (after that of Atatürk), having all those who dared not to follow him classed as traitors of their country. In theory there could be neo-Kemalists among them, and perhaps (stressing perhaps) this would explain Kemal Kılıçdaroğlu’s “putting on a fierce face”. But this is not necessarily the case, because Turks are very sensitive to hyper-nationalist contagion.
On the fringes there are Erdoğan’s nods to Russia, being understood that in Moscow it is well known how unreliable the Turkish president is. But he is not behaving well even as far as Russia is concerned, as shown by the “Olive Branch” operation, which can also be seen as part of a broader strategy in which the neo-Ottoman dreams of Islamic “moderate” Erdoğan can turn into a nightmare for others.
Recent events on the battlefield of Afrin make the possibilities of an extensive confrontation between Turkish and Syrian troops anything but unrealistic.
Since it does not appear that the recent mass purges in the armed forces have reinforced its efficiency, if Syria reacts with the aid of Moscow, Erdoğan could end up calling on NATO for help, regardless of having previously pontificated that the obligations of the Atlantic Alliance do not extend to the Near East.
The Russians have so far maintained a cautious attitude, but as a successful ally of Assad they could not lose face by leaving the field open to Turkey. The fact is that it would not be Turkey that had been attacked – bearing in mind that the fighting is in Syrian and not Turkish territory –, but it would not be strange if, by turning the tables, Erdoğan were to argue (in the Israeli way) that his was a preventive action to prevent Kurdish aggression.
The Turkish President proves to be a good student of the US school of international politics – under which, when it is convenient, international law is waste paper – in the uninhibited violations of other countries’ borders, as shown by the case of armed intrusion in energy exploration in the sea around Cyprus, a sovereign country and member of the European Union, at whose door Erdoğan pretends to keep knocking.
For several days, Turkey has blockaded the drilling vessel Saipem, chartered by ENI and duly authorised by the Cypriot government, citing completely unfounded claims based on international treaties.
The 1982 Treaty of Montego Bay establishes that the sovereignty of a State extends up to 12 nautical miles from its coast; however for the specific case of the exclusive exploitation of minerals and hydrocarbons it is extended to the whole of its continental platform, to be understood as the natural extension of landmass until it is at a more or less constant depth before sinking. But arrogance always pays.
And the poor and crippled Greece, left high and dry by the European Union? It has asked the United States for protection! In fact, its right-wing Minister of Defence, Panos Kammenos, has offered the Americans new bases in the Aegean; this is a risky move given the high rate of Washington’s betrayal of its allies in their moment of need, and then because it was done precisely to infuriate the Turks.
At the worst, hope costs nothing, but in this case what the object of hope might be is not clear. Hope for Turkey getting bogged down in Syria? But even if that were the case, can we be sure that Erdoğan would not seek revenge on the very weak Greece?
Hope that, in the meantime, he will satisfy his imperial appetites in the Near East? Apart from the fact that it does not go without saying that this will happen, nevertheless, even if it were to happen, there is no guarantee that his imperial appetite would be satisfied, especially if he were really intent on reconquering former Ottoman territories lost in the Near East and Europe.
A seemingly insane design, but considering all the factors in the field – including the tried and tested unwarlike nature of the various players – it is not certain that it really is, even if the consequences would be insane.

US FOREIGN POLICY AND TRUMP’S CONTRADICTIONS: QUESTIONS OF METHOD, by Michele Nobile

1. The problem: where is the Trump administration’s foreign policy going?
During an important speech on foreign policy in April 2016, Donald Trump thundered: “We are totally predictable. We tell everything. We’re sending troops. We tell them. We’re sending something else. We have a news conference. We have to be unpredictable. And we have to be unpredictable starting now”.
Indeed, uncertainty and variety of assessments about the course of the Trump administration’s foreign policy continue to be significant. What unites critics and supporters of the present Administration’s foreign policy is the fear or hope that, driven by nationalism, the United States may withdraw into what is called isolationism.
Also deliberately spread, confusion is such that it is worth examining the elementary parameters of US foreign policy – what a president will never do – and some fundamental concepts, which are also useful for understanding the particular contradictions of the current Administration.
It should be recalled that among US foreign policy specialists soon there was an area of diehard critics who considered the billionaire candidate for the US presidency totally inadequate – because of lack of preparation and temperament – for performing the functions of head of the executive and commander-in-chief.
There were even those who called him a sort of “Manchurian candidate”, that is an agent of Russian interests. Critics of candidate Trump included great part of the most important Republican Party intellectuals and neoconservative functionaries who were severe in their judgment.
In Europe, on the other hand, Trump’s success was greeted with enthusiasm by the xenophobic and nationalist right-wing in favour of leaving the European Union and the eurozone. In this case, enthusiasm for Trump was instrumental and seasoned with a considerable dose of hypocrisy that glossed over the fact that in any negotiation their small homelands would count for nothing in the face of the North American giant. But Trump is (was?) also appreciated by the Putinian and Russophile left as “another blow to imperialism”.
This could also be a combination of incompetence, ignorance, ingenuity and stupidity, but it is mostly the result of simple dissolution of the most basic criteria of understanding and evaluation of what imperialism is, be it North American or Russian or Chinese .
For centrist allies and opinion leaders, the label of isolationism serves as an instrument for taking a position in diplomatic negotiations. These know very well that a US administration can raise its voice and beat its fists on the table, demand this and that (for example, a more adequate contribution to NATO costs), but never terminate the alliance itself.
They understand well that it is precisely the limits of the great American power – and the global dimension of North American capitalism – that make the reproduction of alliances indispensable.
A third position is thus outlined, in practice an obligation for those who have responsibility for government and must necessarily negotiate with the North American administration. If Trump is incompetent and inadequate, argue the optimists, a “madman” prone to dangerous blunders, the government officials and functionaries who put US foreign policy into practice can moderate the lines of the President or bring them back on track within normal limits.
For the optimists, the National Security Strategy (NSS) issued in December 2017 moves in this direction. However, for others the interest of a document like the NSS depends on the extent to which it is consistent with the worldview and personality of the President. For this reason, the 2017 NSS is not very reliable on important points.
Uncertainty is great but it can be reduced, as well as the optimism.

2. What a President of the United States will never do
Since the Spanish-American War of 1898 and the beginning of the construction of an ocean fleet commissioned by Theodore Roosevelt (assistant of the Navy Secretary in 1897-1898, under McKinley, and president from 1901 to 1909), and certainly since the First World War, the United States has acquired the capacity to project its military power all over the planet; and to a greater extent than any other advanced country, US capitalism extends far beyond national political boundaries, continuing to maintain a structurally central position in the world economy.
In this context, attention has to focus on the constitutional duties of the President of the United States as head of the executive and commander-in-chief – to preserve, protect and defend America and the Constitution.
America and the “American way of life”, of course, are no longer those of the Founding Fathers, so that the interests implicit in those duties are now vastly greater and more complex than they originally were.
Consequently, since the Great Depression and especially since the Second World War and the beginning of the Cold War, the dimensions of the apparatus that make up the executive and the powers of the President have grown such as to alter the original constitutional balance.
The presidency is also imperial in domestic politics, but it is in foreign policy and in the use of military force that it has thrived in the most dramatic way.

This is clear from the words of various US presidents – from Bush Sr. to Trump – in the last three decades: “We are inescapably the leader of free world defence, the connective ring in a global alliance of democracies” (George H.W. Bush, 1990 NSS); “The need for American leadership abroad remains strong as ever” (Bill Clinton, 1996 NSS); “America cannot know peace, security and prosperity by retreating from the world. America must lead by deed as well as by example” (George W. Bush, 2006 NSS); “ … our national security interests must begin with an undeniable truth – America must lead” while renewing its leadership (Barack Obama, 2015 NSS); “The whole world is lifted by America’s renewal and the re-emergence of American leadership” (Donald Trump, 2017 NSS).
It is interesting how both Obama and Trump tie world leadership to internal renewal and the economy, albeit in very different – if not opposed – ways.
The notion that the United States should guide the development of world society is the political core of what is called hegemony, a term that has acquired a variety of meanings – especially when applied to international relations –, but understood here in the Gramscian sense: not mere dominion, but a “combination of force and consent which balance each other so that force does not overwhelm consent”, in order to achieve “intellectual and moral direction”.
That the combination of force and consent presents extreme variations in different regions of the world is an integral part of the exercise of hegemony. It must be emphasised, however, that the effectiveness of the foreign policy of a US administration in exercising leadership over allies consists precisely in being able to maintain the balance between force and consent.
The fact that the rulers of Europe and Japan fear the nationalistic isolationism of the United States, but not its internationalist commitment, is the best evidence of the extent to which North American hegemony has been internalised. The argument can be extended to cultural influence and to the fact that the United States remains an exceptional pole of attraction for immigration.
The position of leadership is indispensable both in the case of a policy that can be called “realist” and oriented towards maintenance of the balance of international power, and in the case that it appears animated by an “idealist” activism of the Wilsonian type; both in the case of a “defensive realism” approach – oriented towards maintenance of the statu quo – and in the opposite case of “offensive realism”, aimed at preventing the emergence of a competitor.

It is clear that a US President will never give up the absolute military superiority of the United States on the world stage. What does that imply? A massive nuclear arsenal; in the words of the 2014 Quadrennial Defense Review issued by the US Department of Defense:
“ … the US Armed Forces will be capable of simultaneously defending the homeland; conducting sustained, distributed counterterrorist operations; and in multiple regions, deterring aggression and assuring allies through forward presence and engagement. If deterrence fails at any given time, US forces will be capable of defeating a regional adversary in a large-scale multi-phased campaign, and denying the objectives of – or imposing unacceptable costs on – a second aggressor in another region”.
At least since the end of the Cold War and for all administrations, the criterion that defines the military primacy of the United States is the ability to conduct military operations and win in “two major regional conventional contingencies” or “major regional conflicts”, that is in two important theatres and involving substantial enemy forces.
The reason the United States needs to be able to intervene in two theatres, calibrating priorities and pace of effort, is simple: to prevent an opponent from feeling it can seize the opportunity to act while American forces are blocked in a distant theatre.
Operationally, this is what defines American power and at the same time its limits, imposing the selection of areas and ways of intervention. The effective “great strategy” is the one that employs power with awareness of its limits.

WHAT PROSPERITY FOR CENTRAL AMERICA UNDER US HEGEMONY?, by Marcelo Colussi

What happens in the Northern Triangle countries directly affects the security and economic interests of the United States and other countries in the region.

Between 50 and 60% of the inhabitants of the three countries of the so-called Northern Triangle of Central America (El Salvador, Guatemala and Honduras) live below the poverty line, and this structural and chronic poverty is compounded by alarming rates of delinquent violence (largely a product of this state of impoverishment).
In past decades, the entire region has witnessed bloody armed conflicts (Guatemala with 245,000 victims, El Salvador with 75,000 and Honduras serving as the base of operations for the Nicaraguan Contras), which has strengthened a culture of violence that has become “normal” to a very large extent, given that the respective States have not adequately dealt with the after-effects of war.
This explosive combination of poverty and violence, coupled with historic corruption and impunity by governments, make daily life so difficult that countless inhabitants of the region are taking the road to the United States in search of better conditions for survival.
Regardless of whether this migration is an authentic ordeal (of every three people who try it, only one reaches destination – the American dream; another is sent back being refused entry to US territory; and another dies in the attempt), once and if they reach the United States, these precarious workers – without papers, always hiding from the authorities and denigrated by the prevailing racism – send remittances to their respective countries.
In Guatemala these represent 12% of GDP, while in Honduras and El Salvador they represent 15%. Even knowing the martyrdom that constitutes the fact of being a “wetback”, governments try to ignore the problem, because that foreign exchange helps mitigate the precariousness of local family budgets to some extent.
There is no end to this migration, despite the bogging down of the US economy that has been dragging since the severe crisis of 2008.
In 2014, it erupted in a major crisis of unaccompanied migrant girls and boys, with more than 40,000 detained in their attempt to enter the United States. By the end of the following year, 21,469 people were being detained at the southern border of the United States.
In the face of all this, during the presidency of Barack Obama, Washington came up with the Alliance for Prosperity in the Northern Triangle of Central America initiative as a purported solution to the migratory explosion.

These three countries – El Salvador, Guatemala and Honduras – as dependent nations and located in an area especially important for the geopolitical strategy of the US imperial power – are part of what Washington considers its natural “backyard”. The southern border of the empire today passes through the so-called Northern Triangle of Central America; that is why US hegemony reigns in everything in that region.
It is for that reason, therefore, that a major – perhaps the main – actor in the national politics of the area is the US embassy. So much so, that recent Honduran presidential candidate Salvador Nasralla was able to say without embarrassment: “ … it is the United States which decides things in Central America … ”.
The United States, as a primordial world capitalist power, is not in the same position of absolute leadership as when the Second World War ended in 1945, when it alone accounted for 52% of gross world product, with an unquestionable currency and military supremacy over the rest of the planet, being the only country to possess the atomic weapon at that time.
However, even though today its economy is showing no clear sign of being on the rise, it is far from being an empire in decline. It is true that in the international arena it is now competing with other poles, mainly in the economic sphere, such as the European Union or Japan; but even more so, with the rising economies – and with the enormous political and military influence – of China and Russia.
These struggles mean that in this area, considered by the United States as its “private property”, it will protect its interests to the end. Hence, the Chinese and Russian appearance in the region is sounding alarms. In fact, the People’s Republic of China is present in Nicaragua through construction of the inter-oceanic canal being carried out by the Hong Kong-based HK Nicaragua Canal Development Investment Company, and the Russian Federation is expanding through its mining investments. In addition, both countries are showing a growing commercial and cultural presence.
Although the US economy is not the same locomotive as it was six or seven decades ago, Washington’s hegemony continues to prevail in the world, and even more so in the Latin American region, in Central America.
Its military power is enormous, with half of the military spending of the entire planet concentrated in its hands. Its economy is largely based on the war industry: 5% of its GDP comes from the military-industrial complex, which leads to wars all over the world (inventories must be renewed, naturally).
Despite some slowdown, it remains, in any case, a leader in science and technology, although now competing on equal terms with these new players. The cutting-edge industries, such as communications and everything that has to do with digital technologies, are controlled to a very large extent by the empire.
It is true that the dollar is gradually ceasing to be the international currency par excellence, but even the globalised financial system depends in good measure on the US economy. And even though its global hegemony is today qualified/threatened by the Chinese and Russian presence, Latin America continues to act as its reinsurance.
The continent south of the Rio Bravo continues to be its area of dominion, which is why it places special emphasis on maintaining it under its hegemony. For this reason, it has more than 70 military bases with state-of-the-art military technology that control the territory (land, water, air and cyberspace).
It is from this region that it obtains a very good part of resources for its economy, which is considered a strategic reserve for its project of global hegemony in the current century. Here it finds oil, fresh water, strategic minerals and tropical forest biodiversity. Unluckily for them, the countries of the Central American Northern Triangle possess many of these resources.
Although Central America does not represent a large market for the US economy (barely 1% of its foreign trade), it has a strategic value both as a reserve of resources and in political-military terms. That is why it is not neglected.
This may explain, for example, the way in which it sought at all costs to block presidential candidate Manuel Baldizón in Guatemala in the last elections, because although Baldizón was a wealthy businessman and clearly from the right in ideological-political terms, he opened the door to Russian mining investments.
It also explains how it supported the recent virtual coup d’état in Honduras, helping to establish a monumental electoral fraud to block an opposition social-democratic candidate like Salvador Nasralla, and backing neoliberal Juan Orlando Hernández – a character who ensures the continuity of pro-Washington policies, even supporting open repression – for the presidency.
The zeal of the empire is enormous, and its presence continues to be a determining factor in the political dynamics of these three countries.

Historical interference by the United States in the region, making these small countries virtual protectorates, has also been expressed in the advising, financing and even leadership of counterinsurgent and genocidal strategies during the wars fought decades ago – the effects of which are still present – in the framework of the Cold War, making the area one of the hottest areas on the planet.
The presence of imperialism in that Northern Triangle is openly manifested in its interventionist policy, demonstrated by the military occupation it maintains (with four bases in Honduras, one of them in Palmerola, with high technology capable of facilitating attacks on Cuba and Venezuela, and with the continued presence of advisors and military missions), trade and treaty impositions (such as CAFTA), and the overdetermination of economic policies established by organisations such as the International Monetary Fund, the World Bank or the Inter-American Development Bank, all related to the geopolitical strategy of Washington. Or in the imposition of initiatives such as the recent Plan of the Alliance for the Prosperity in the Northern Triangle.
This Plan, at least theoretically, constitutes an effort by the US government to improve the internal conditions of the countries of the Northern Triangle of Central America, in order to avoid the flood of migrant population, which represents a social and political problem at home.
On paper – although the reality is something else – it basically focuses on addressing the structural factors that drive the continued exodus of the Central American population, ceasing to focus on containment and security initiatives, which have historically had a more punitive character and have had less to do with promoting development.
From this point of view, it could even be thought that this Plan represents a significant advance insofar as it could help alleviate the chronic poverty of the Central American region somewhat.

RED UTOPIA ROJA – Principles / Principios / Princìpi / Principes / Princípios

a) The end does not justify the means, but the means which we use must reflect the essence of the end.

b) Support for the struggle of all peoples against imperialism and/or for their self determination, independently of their political leaderships.

c) For the autonomy and total independence from the political projects of capitalism.

d) The unity of the workers of the world - intellectual and physical workers, without ideological discrimination of any kind (apart from the basics of anti-capitalism, anti-imperialism and of socialism).

e) Fight against political bureaucracies, for direct and councils democracy.

f) Save all life on the Planet, save humanity.

g) For a Red Utopist, cultural work and artistic creation in particular, represent the noblest revolutionary attempt to fight against fear and death. Each creation is an act of love for life, and at the same time a proposal for humanization.
