L’associazione Utopia rossa considera suo fondamento politico il principio secondo cui il fine non giustifica i mezzi, ma nei mezzi si deve riflettere l’essenza del fine. Non ha programmi politici, come del resto non ne aveva la Prima internazionale. Nonostante le più diverse provenienze ideologiche dei suoi sostenitori, essa ritiene che l’anticapitalismo dilagato dopo l’inizio dell’Antirivoluzione russa (dicembre 1917) sia stato motivato fondamentalmente da idee precapitalistiche, cioè retrograde, e non da progetti di civiltà in grado di superare il capitalismo sviluppando ulteriormente i suoi modelli di democrazia. Ciò spiega anche il prevalere, nella storia della cosiddetta «sinistra», di simpatie per i regimi dittatoriali di ogni specie e colore. Utopia rossa si batte contro l’ulteriore diffusione di ideologie precapitalistiche vecchie e nuove (in campo politico, culturale, ecologico, religioso ecc.), come parte della sua battaglia per il superamento del capitalismo, se si vuole salvare la vita sulla Terra con la sua umanità. In questo senso la sua utopia continua ad essere rossa.

The Red Utopia association considers its political foundation to be the principle that the end does not justify the means, but that the means must reflect the essence of the end. It has no political program, just as the First International did not. Despite the diverse ideological backgrounds of its supporters, it believes that the anti-capitalism that spread after the start of the Russian Anti-Revolution (December 1917) was fundamentally motivated by pre-capitalist – that is, retrograde – ideas, and not by civilizational projects capable of overcoming capitalism and of further developing its democratic models. This also explains the prevalence, throughout the history of the so-called «left», of sympathies for dictatorial regimes of all kinds and colors. Red Utopia fights against the further spread of old and new pre-capitalist ideologies (in the political, cultural, ecological, religious, and other fields) as part of its battle to overcome capitalism, if life on Earth, including its humanity, is to be saved. In this sense, its utopia remains red.

DONALD TRUMP AND THE WAR INDUSTRY: NOTHING HAS CHANGED, by Marcelo Colussi

He [Trump] talked about how during his administration the United States will witness the greatest military buildup in the history of the country. Who benefits? Well, the Pentagon benefits, defence contractors benefit and workers in particular states benefit.

During his presidential campaign, Donald Trump had the audacity (bravado?, stupidity?, bad political calculation?) to ask himself if it was convenient to continue the war in Syria and tension with Russia.
The idea probably crossed his mind of putting the emphasis mainly on stimulating a sluggish domestic economy, which is gradually lowering the standard of living of ordinary American citizens.
His feverish promises to bring back industry – dislocated to other parts of the world with cheaper labour – do not appear to have gone in vain. Less than a year after his administration took over, it can be seen how US foreign policy is still marked by the almighty military-industrial complex and wars continue unabated.
And the main and cheerful defender is the president himself.
On January 27, a few days after his inauguration as president, Trump issued the “Presidential Memorandum on Rebuilding the US Armed Forces”, a sign of clear determination to grant unlimited powers to the omnipotent military industry in his country.
Section 1 of this memorandum on “Policy” states that “To pursue peace through strength, it shall be the policy of the United States to rebuild the US Armed Forces”. The message is clear. Almost immediately after the signing of that memorandum, the big war industry business moved into action.
Military engineering companies such as Lockheed Martin (the Pentagon’s largest contractor, specialising in warplanes such as the F-16 and Black Hawk helicopters), Boeing Company (producer of B-52 bombers and Apache and Chinook helicopters), BAE Systems Inc. (aerospace vehicles, warships, ammunition, land warfare systems), Northrop Grumman Corporation (leading shipbuilder), Raytheon Company (manufacturer of Tomahawk missiles), General Dynamics Corporation (combat tanks and surveillance systems), Honeywell Aerospace (space industry) and DynCorp International (the giant company that provides logistics services and maintenance for military equipment) – all companies that recorded sales in 2016 of almost one billion dollars, an increase of 60% in profits compared with 2010 – exulted: the “infinite war” that had begun a few years earlier with the “battle against terrorism” seemed to know no end.
The perpetual need to renew equipment and all associated military paraphernalia promises huge profits. Everything indicates that this industrial sector continues to mark the pace of imperial policy.
There is no doubt that the strength of the US economy today is not similar to that in the immediate post-Second World War era and those first years of overflowing triumphalism (until the oil crisis of the 70s), when it was the untouchable superpower.
This does not mean that the American empire is finished, but a slow decline has certainly begun.
Hence, an all-encompassing military presence in the world can ensure the maintenance of its supremacy as a hegemonic power with the appearance of new actors casting shadows – BRICS (Brazil, Russia, India, China and South Africa) and European Union –, while at the same time dynamise its own economy (3.5% of its gross domestic product is contributed by the military-industrial complex, generating huge amounts of jobs).
On February 23, a month after taking office in the White House, true to his style, Trump provocatively declared that the United States would be rebuilding its atomic arsenal, given that it had “fallen behind” with respect to Russia, and that it would be “best of all” to ensure that it stands “at the top of the pack” of nuclear powers.
To make his high-sounding declarations operational, he proposed an increase of almost 17% in the budget of the Armed Forces. This could be done by sacrificing social budgets with drastic reductions in sectors such as education, the environment, investment in scientific research, culture and international cooperation.
The current budget for the Armed Forces is 639,000 million dollars, which represents 9% more than the amount destined for military spending in the last fiscal year of former president Barack Obama. This huge figure is earmarked, basically, for the acquisition of new strategic weapons, thorough renewal of the navy and preparation of troops.

El [Trump] habló sobre cómo durante su administración los Estados Unidos serán testigos de la mayor acumulación militar en la historia del país. ¿Quién se beneficia? Bueno, el Pentágono, los contratistas de defensa y los trabajadores en algunos estados particulares.

Durante su campaña presidencial, Donald Trump tuvo la osadía (¿bravuconada?, ¿estupidez quizá?, ¿mal cálculo político?) de preguntarse si era conveniente continuar la guerra en Siria y la tirantez con Rusia.
Probablemente cruzó por su cabeza la idea de poner énfasis, en lo fundamental, en el impulso a una alicaída economía doméstica, que paulatinamente va haciendo descender el nivel de vida de los ciudadanos estadounidenses comunes.
Sus afiebradas promesas de hacer retornar a suelo patrio la industria deslocalizada –trasladada a otros puntos del mundo con mano de obra más barata– no parecen haber pasado de vano ofrecimiento. Unos pocos meses después, a menos de un año de su administración, puede verse cómo la política exterior estadounidense sigue siendo marcada por el todopoderoso complejo militar-industrial, y las guerras se suceden interminables.
Y el presidente es su principal y alegre defensor.
A unos pocos días de su asunción como primer mandatario, el 27 de enero emitió el “Memorando Presidencial para Reconstruir las Fuerzas Armadas de Estados Unidos”, una más que clara determinación de concederle poderes ilimitados a la omnipotente industria militar de su país.
En la Sección 1 de dicho documento, titulada “Política”, puede constatarse que “Para alcanzar la paz por medio de la fuerza, será política de los Estados Unidos reconstruir sus Fuerzas Armadas”. El mensaje no deja lugar a dudas. Casi inmediatamente después de la firma de ese memorando, comienzan los grandes negocios de la industria bélica.
Empresas fabricantes de ingenios militares como Lockheed Martin (la mayor contratista del Pentágono, especializada en aviones de guerra como el F-16 y los helicópteros Black Hawk), Boeing Company (productora de los bombarderos B-52 y los helicópteros Apache y Chinook), BAE Systems Inc. (vehículos aeroespaciales, buques de guerra, municiones, sistemas de guerra terrestre), Northrop Grumman Corporation (primer constructor de navíos de combate), Raytheon Company (fabricante de los misiles Tomahawk), General Dynamics Corporation (quien aporta tanques de combate y sistemas de vigilancia), Honeywell Aerospace (industria espacial), DynCorp International (monumental empresa que presta servicios de logística y mantenimiento de equipos militares) –compañías todas que para el año 2016 registraron ventas por casi un billón de dólares, teniendo incrementos desde el 2010 de un 60% en sus ganancias– se sienten exultantes: la “guerra infinita” que iniciara algunos años atrás con la “batalla contra el terrorismo” no parece detenerse.
La necesidad perpetua de renovar equipos y toda la parafernalia militar asociada promete ingentes ganancias. Todo indica que esa rama industrial sigue marcando el paso de la política imperial.
No hay dudas que la pujanza de la economía estadounidense no es hoy similar a lo que fuera en la inmediata posguerra de la Segunda Guerra Mundial y esos primeros años de triunfalismo desbordado (hasta la crisis del petróleo en la década de los 70), cuando era la superpotencia intocable.
Ello no significa que está agotado el imperio estadounidense, pero sí que comienza un lento declive.
De ahí que la omnímoda presencia militar en el mundo le puede asegurar el mantenimiento de su supremacía como poder hegemónico al aparecer nuevos actores que le hacen sombra –BRICS (Brasil, Rusia, India, China y Sudáfrica) y Unión Europea–, al par que dinamizar muy profundamente su propia economía (3.5% de su producto bruto interno lo aporta el complejo militar-industrial, generando enormes cantidades de puestos de trabajo).
El 23 de febrero, un mes después de haber tomado posesión de su cargo en la Casa Blanca, Donald Trump declaraba provocador que Estados Unidos estaría reconstruyendo su arsenal atómico, dado que se había “quedado atrás” en términos comparativos con Rusia, y que será “el mejor de todos” para asegurar que se colocaría “a la cabeza del grupo” de las potencias nucleares.
Para darle operatividad a sus altisonantes declaraciones, propuso un aumento de casi el 17% del presupuesto de las Fuerzas Armadas. Ello podrá hacerse sacrificando con drásticas reducciones presupuestos sociales, tales como educación, medio ambiente, inversión en investigación científica, cultura y cooperación internacional.
El actual presupuesto para las Fuerzas Armadas es de 639.000 millones de dólares, lo que representa un 9% más de lo destinado a gastos militares en el último ejercicio fiscal del ex presidente Barack Obama. Esa monumental cifra está destinada, básicamente, a la adquisición de nuevas armas estratégicas, a renovar profundamente la marina de guerra y a la preparación de tropas.
