L’associazione Utopia rossa considera suo fondamento politico il principio secondo cui il fine non giustifica i mezzi, ma nei mezzi si deve riflettere l’essenza del fine. Non ha programmi politici, come del resto non ne aveva la Prima internazionale. Nonostante le più diverse provenienze ideologiche dei suoi sostenitori, essa ritiene che l’anticapitalismo dilagato dopo l’inizio dell’Antirivoluzione russa (dicembre 1917) sia stato motivato fondamentalmente da idee precapitalistiche, cioè retrograde, e non da progetti di civiltà in grado di superare il capitalismo sviluppando ulteriormente i suoi modelli di democrazia. Ciò spiega anche il prevalere, nella storia della cosiddetta «sinistra», di simpatie per i regimi dittatoriali di ogni specie e colore. Utopia rossa si batte contro l’ulteriore diffusione di ideologie precapitalistiche vecchie e nuove (in campo politico, culturale, ecologico, religioso ecc.), come parte della sua battaglia per il superamento del capitalismo, se si vuole salvare la vita sulla Terra con la sua umanità. In questo senso la sua utopia continua ad essere rossa.

The Red Utopia association considers its political foundation to be the principle that the end does not justify the means, but that the means must reflect the essence of the end. It has no political program, just as the First International did not. Despite the diverse ideological backgrounds of its supporters, it believes that the anti-capitalism that spread after the start of the Russian Anti-Revolution (December 1917) was fundamentally motivated by pre-capitalist – that is, retrograde – ideas, and not by civilizational projects capable of overcoming capitalism and of further developing its democratic models. This also explains the prevalence, throughout the history of the so-called «left», of sympathies for dictatorial regimes of all kinds and colors. Red Utopia fights against the further spread of old and new pre-capitalist ideologies (in the political, cultural, ecological, religious, and other fields) as part of its battle to overcome capitalism, if life on Earth, including its humanity, is to be saved. In this sense, its utopia remains red.

REFLECTIONS ON TURKISH POLICY, by Pier Francesco Zarcone

Has Turkey changed under Erdoğan? The question may seem absurd only due to the habit of considering Turkey a secular and Westernised country before Erdoğan came to power.
However, this consolidated image turns out to be false. There has been a change, but not in substance: what has changed is its exteriority. In fact, albeit with periodic recourse to elections, the country has always been governed in an authoritarian way, and today this feature is only more evident and its quality is more pronounced.
Mustafa Kemal and his successors made immense efforts to westernise Turkey quickly – too quickly – and they were apparently successful. Kemalist secularism never appropriated, for example, the French model, but limited itself to putting the Turkish religious world under political and state control and banning its public manifestations.
In the end, a centuries-old national history which had too hastily been sent to the museum of past things has re-emerged with cultural, spiritual and political strength.
On the other hand, the whole history of the Turks from their departure from the steppes of Central Asia has developed under the sign of Islam, and the Kemalist revolution – also imposed bloodily – had in many respects raped the identity of what we could call the “Turkish soul”.
If we want, Atatürk himself, without moustache and Western dress, gave a certain sense of artificiality. This does not mean that there is no longer a Westernised and secular sector in Turkish society, but only that it has lost political and cultural hegemony, and in addition it has proved to be in a minority.
In 2002, the Islamic Justice and Development Party (AKP) won the elections and in a few years managed to penetrate the secular strongholds of public administration and justice that previously seemed impossible to conquer. Their power was neutralised and the same fate fell on the Armed Forces, in theory also a solid pillar and guardians of the Kemalist turnaround.
Ultimately, Erdoğan and the AKP have freed the profound sentiment of popular and Islamic Turkey, the Islamism of which – previously confined to the private sphere – has become free and of public significance.
The success is such that the portrait of Atatürk, still hanging on the walls of public offices, now no longer does damage and can remain where it is – after all it represents a moment of national victory for the Turks.
The victory of the AKP has not led to a new course of democracy, it has simply established a new cult of personality: that of Erdoğan instead of that of Mustafa Kemal. Some say that ultimately the Islamic turnaround was not an end in itself, but the instrument for the affirmation of Erdoğanism.
Now elected directly by the people, Erdoğan behaves as if he were the incarnation of the volonté générale of the Turkish nation. His power is fully consolidated: the AKP has the majority in Parliament, the Armed Forces have been tamed, the judiciary and the Constitutional Court are obedient, the mass media are mostly controlled and finally (and not least) the new masters of the country can distribute public procurement – both large and small – among their clients in peace.
One instrument in particular has shown singular effectiveness: the wide use of a rhetoric that blends victimism, neo-Ottoman arrogance, an internal-external conspiracy syndrome and the hunting of traitors.
This is an effective instrument, because it corresponds to a widespread attitude especially among the most working class, especially Anatolian, sectors and considered by many external observers as a psychological remnant of the troubled history of Ottoman imperial decline.
Treason is now perceived as present in anyone and in any sector that does not go along with the AKP. This is a very heterogeneous basin: Turkish left, Kemalists, liberals, Kurds and pro-Kurds, religious minorities such as the Alevites, the few Shiites in existence, some Armenian and/or Greek Orthodox survivors.
Traitors now include personalities who were once authoritative exponents of the AKP, but then fell into the unforgivable sin of political dissidence – albeit minimal: Abdullah Gül, one of the founders of the AKP and former president of the Republic; Bülent Arınç, also co-founder and former speaker of the Parliament; and finally Ahmet Davutoğlu, former minister of Foreign Affairs and president of the Council.
Fethullah Gülen is a well-known enemy, but it is worth recalling that without his support (due to the vast network of connections he had at his disposal) Erdoğan might not have succeeded in winning over the secular bureaucracy and the Armed Forces during the crucial period of 2011–12.
In addition there is the growing nostalgia for the Ottoman – that is Islamic imperial – period, a source of inspiration for Erdoğan’s variable and contradictory foreign policy, thanks to which Turkey remains in NATO but performs nonchalant “waltzes” with Russia.
Finally, there are the expansionist ambitions, which today are aimed at Syria, using the Kurdish obsession of Erdoğan as a pretext.

SEESAWING BETWEEN MOSCOW AND WASHINGTON

On the Kurdish problem, the initial “opening” of the Turkish president did not last long, and he returned to the most obtuse Turkish nationalism and its basic lie: the Kurds do not exist, they are simply “Mountain Turks”.
Thanks also to the previous complicity of Erdoğan with the jihadists in Syria, a situation has now arisen in which the Syrian Kurds – connected with the PKK of Turkey – are not seen as enemies either by the Kremlin or by Washington; hence Erdoğan’s swinging between Russia and the United States, welcomed by his interlocutors in an opportunistic way when convenient, but always with suspicion.
Incidentally, the Kurdish-Syrian problem is not the only one to pollute relations between Ankara and Washington: it seems that investigators of the FBI are working on a dossier on Erdoğan, his family and related entourage for a fraud involving the Turkish State Bank regarding trade with Iran, subject to the accusation of violating US sanctions and banking laws.
The problem will become tangible if there are indictments against the suspects, with the risk of US sanctions against Turkey. In this case, the question could also – in theory – be reflected on Turkish membership of NATO. If this were to happen, a further Turkish rapprochement with Russia should not be surprising, notwithstanding the unknown quantity of Russian willingness (and possibility) to accept Turkish claims on the Kurds of Syria.

THE AFRIN ISSUE

Meanwhile, in Afrin things are not going very well for the troops of Ankara, struggling with a fierce resistance and technical difficulties in protecting their armoured vehicles, which in fact have suffered substantial losses. If the final battle were to arrive, the Turks would most likely win it, but at the price of very strong losses not only in terms of material resources, but also of human lives.
On the possibility or not of Russian acceptance of Turkish claims in Syria, a reflection is necessary. In Syria, Moscow has entered into agreements with the Damascus government for its geostrategic interests. The military presence of Russia requires that the country be stabilised and remain a friend; to this end there are no serious alternatives to Assad, whose government must be definitively strengthened and regain control of all Syrian territory. Not easy, but not impossible.
In light of this, Russia has no interest in supporting the Turkish claims, since it would clash with the government of Damascus leaving only a rather uncertain eventuality: that is to say that Ankara, pushing to the extreme, ends up breaking with NATO. As things stand, a prudent strategist can only wait for the fruit, in the case of maturation, to fall by itself into the metaphorical basket.
It is clear that the Afrin operation has a dual function: annihilate the Kurds in the border areas and establish a Turkish control zone in northern Syria, to be used as a basis for the anti-Assad jihadists supported by Ankara – perhaps giving Turkey the hegemony over what remains of Jihadism in Syria.
This would mean prolonging the Syrian conflict and nullifying government victories supported by the Russians. It follows that the Afrin operation goes against the interests of Russia: this is enough to disprove certain rumours about a prior agreement between Erdoğan and Putin.
It seems that the Assad regime has facilitated the transfer of Kurdish fighters in the Afrin area, and the logic of this initiative is clear: for now Kurdish ambitions do not threaten Damascus, but the same cannot be said in the case of a Turkish victory.
In the meantime, it looks like the Kurds have ceded some territories in the Aleppo area to government control. And if, as the al-Masdar agency claims, the Kurds will hand over the city of Manbij – a clear Turkish target – to the government in the near future, then it would mean that in order to continue Turkey would also go against Russia.

THE DILEMMA FOR RUSSIA

Here things become complicated for Russian policy, which is moving on a kind of tightrope. On the one hand, without Turkish cooperation the stability of Syria remains at risk; on the other hand, Ankara’s initiatives are at odds with this cooperation.
In addition, Moscow will have to avoid direct confrontation between Syrian and Turkish troops, and not only because the Syrians would have the worst of it: besides the serious deterioration of relations between Russia and Turkey (and so much for Syrian stabilisation), Moscow would receive not resistible pressure from Damascus and Tehran for its intervention, with potentially dangerous US countermoves.
But Turkey also has an interest in non-deterioration of its relations with Russia. The situation appears to be one of stalemate, but Moscow would have at least one chance to negotiate – especially if Kurdish resistance caused the Turks very heavy losses.
It would be a question of leveraging two factors: the fact that Ankara would still have achieved the objective of securing the Syrian border by blocking supplies between the Kurds of Syria and the PKK, as well as the costs – and dangers – that going beyond would imply.
At the same time, Moscow could act on the Kurds of Syria underlining the convenience of abandoning risky initiatives solicited by the United States – which would then leave them to their destiny – and convincing them, moreover, to soften their attitude towards the government of Damascus, because an agreement with it could have calming effects on Turkey.
A corollary would be to persuade Damascus to accept for the moment (and under Russian protection) both a Turkish presence in the north and the concession to the Kurds of some autonomy that would not be dangerous for the interests of Ankara.

È cambiata la Turchia sotto Erdoğan? La domanda può apparire assurda solo per l’abitudine di considerare la Turchia, prima che Erdoğan salisse al potere, un Paese laico e occidentalizzato.
Tuttavia, quest’immagine consolidata si rivela falsa. Il cambiamento c’è stato, ma non nella sostanza: a cambiare è stata l’esteriorità. Infatti, pur col periodico ricorso alle elezioni, il Paese è sempre stato governato in modo autoritario, e oggi questa caratteristica è soltanto più evidente e maggiore è la sua qualità.
Mustafa Kemal e i suoi successori hanno compiuto sforzi immensi per occidentalizzare la Turchia in tempi brevi - troppo brevi - e apparentemente avevano avuto successo. La laicità kemalista non ha mai fatto proprio, per esempio, il modello francese, ma si è limitata a mettere sotto controllo politico e statale il mondo religioso turco e vietare le sue manifestazioni pubbliche.
Alla fine una plurisecolare storia nazionale, che con troppa fretta era stata destinata al museo delle cose passate, è riemersa con forza culturale, spirituale e politica.
D’altronde tutta la storia dei Turchi, dalla loro uscita dalle steppe dell’Asia centrale, si era sviluppata sotto il segno dell’Islam, e la rivoluzione kemalista - imposta anche sanguinosamente - aveva per vari aspetti violentato l’identità di quella che potremmo chiamare “anima turca”.
Se vogliamo lo stesso Atatürk, senza baffi e vestito all’occidentale, dava una certa sensazione di artificiosità. Questo non significa che non esista più un settore occidentalizzato e laico nella società turca, ma solo che esso ha perduto l’egemonia politica e culturale, rivelandosi per giunta minoritario.
Nel 2002 l’islamico Partito per la Giustizia e lo Sviluppo (Akp) vinse le elezioni e in pochi anni riuscì a penetrare nelle roccaforti laiche dell’amministrazione pubblica e della giustizia che in precedenza sembravano impossibili da conquistare. Il loro potere fu neutralizzato e la stessa sorte toccò alle Forze armate, anch’esse in teoria solido pilastro e guardiane della svolta kemalista.
In definitiva, Erdoğan e l’Akp hanno liberato il sentimento profondo della Turchia popolare e islamica, il cui islamismo - prima confinato nella sfera privata - è diventato libero e di rilevanza pubblica.
Il successo risulta tale che il ritratto di Atatürk, ancora appeso alle pareti degli uffici pubblici, ormai non fa più danni e può restare dove si trova - in fondo rappresenta un momento di vittoria nazionale per i Turchi.
La vittoria dell’Akp non ha portato a un nuovo corso di democrazia, si è semplicemente affermato un nuovo culto della personalità: quella di Erdoğan invece di quella di Mustafa Kemal. Qualcuno afferma che in definitiva la svolta islamica non è stata fine a se stessa, bensì lo strumento per l’affermazione dell’erdoğanismo.
Ormai eletto direttamente dal popolo, Erdoğan si comporta come se fosse l’incarnazione della volonté générale della nazione turca. Il suo potere è pienamente consolidato: l’Akp ha la maggioranza in Parlamento, le Forze armate sono state domate, la magistratura e la Corte costituzionale sono obbedienti, i mass media sono per lo più controllati e infine (e non da ultimo) i nuovi padroni del Paese possono distribuire in tutta tranquillità gli appalti pubblici - piccoli e grandi - fra i loro clienti.
Uno strumento in particolare ha manifestato una singolare efficacia: l’ampio uso di una retorica che fonde vittimismo, arroganza neo-ottomana, sindrome da complotto interno-esterno e caccia ai traditori.
Si tratta di uno strumento efficace, perché corrisponde a un atteggiamento diffuso soprattutto fra gli strati più popolari, specialmente anatolici, e considerato da molti osservatori esterni un residuo psicologico della travagliata storia del declino imperiale ottomano.
Ormai il tradimento è percepito come presente in chiunque e in qualsiasi settore non conforme all’Akp. Si tratta di un bacino molto eterogeneo: sinistra turca, kemalisti, liberali, Curdi e filo-curdi, minoranze religiose come gli Aleviti, i pochi Sciiti esistenti, qualche superstite Armeno e/o Greco ortodosso.
Fra i traditori sono state incluse personalità che un tempo furono autorevoli esponenti dell’Akp, poi incorse nell’imperdonabile colpa della dissidenza politica - seppur minima: Abdullah Gül, tra i fondatori dell’Akp ed ex presidente della Repubblica; Bülent Arınç, anch’egli cofondatore ed ex speaker del Parlamento; e infine Ahmet Davutoğlu, ex ministro degli Esteri e presidente del Consiglio.
Fethullah Gülen è un nemico arcinoto, ma non è inutile ricordare che senza il suo appoggio (per la vasta rete di collegamenti di cui disponeva) Erdoğan forse non sarebbe riuscito a vincere la burocrazia laica e le Forze armate nel cruciale periodo 2011-12.
In aggiunta c’è la crescente nostalgia per il periodo ottomano - cioè imperiale islamico - fonte di ispirazione della variabile e contraddittoria politica estera di Erdoğan, grazie alla quale la Turchia resta nella Nato, ma compie disinvolti “giri di valzer” con la Russia.
Infine vi sono le velleità d’espansione, oggi rivolte alla Siria prendendo a pretesto l’ossessione curda di Erdoğan.

OSCILLANDO FRA MOSCA E WASHINGTON

Sul problema curdo le iniziali “aperture” del Presidente turco sono durate poco, ed egli è tornato al più ottuso nazionalismo turco e alla sua menzogna di base: i Curdi non esistono, sono semplicemente “Turchi di montagna”.
Adesso, grazie anche alle precedenti complicità di Erdoğan con i jihadisti in Siria, si è creata una situazione per cui i Curdi siriani - collegati col Pkk di Turchia - non sono visti come nemici né dal Cremlino né da Washington; di qui l’altalena di Erdoğan fra Russia e Stati Uniti, accolta dai suoi interlocutori in modo opportunista quando conveniente, ma sempre con diffidenza.
Per inciso, il problema curdo-siriano non è l’unico ad inquinare le relazioni tra Ankara e Washington: sembra che gli investigatori del Fbi stiano lavorando a un dossier su Erdoğan, la sua famiglia e i membri del relativo entourage per una truffa che coinvolge la Banca di Stato turca in materia di commercio con l’Iran, suscettibile dell’accusa di violare le sanzioni e le leggi bancarie degli Usa.
Il problema diventerà concreto se vi saranno incriminazioni contro gli indagati, col rischio di sanzioni statunitensi alla Turchia. In tal caso la questione potrebbe anche riflettersi - teoricamente - sull’appartenenza turca alla Nato. Se questo avvenisse, un ulteriore avvicinamento turco alla Russia non dovrebbe stupire, ferma restando l’incognita della disponibilità (e possibilità) russa ad accogliere le pretese turche sui Curdi di Siria.

LA QUESTIONE AFRIN

Intanto ad Afrin le cose non vanno benissimo per le truppe di Ankara, alle prese con una resistenza accanita e difficoltà tecniche nella protezione dei propri mezzi corazzati, che difatti hanno subito perdite ingenti. Se si arrivasse alla battaglia finale, i Turchi con tutta probabilità la vincerebbero, ma a prezzo di fortissime perdite non solo in termini di mezzi materiali, ma anche di proprie vite umane.
Sulla possibilità o meno di accoglimento russo delle pretese turche in Siria bisogna fare una riflessione. In Siria, Mosca ha stipulato accordi col governo di Damasco per i propri interessi geostrategici. La presenza militare della Russia richiede che il Paese sia stabilizzato e rimanga amico; a questo fine non ci sono alternative serie ad Assad, il cui governo deve essere definitivamente rafforzato e recuperare il controllo dell’intero territorio siriano. Cosa non facile, ma nemmeno impossibile.
Alla luce di ciò, la Russia non ha alcun interesse ad appoggiare le pretese turche, poiché andrebbe ad urtare col governo damasceno per disporre unicamente di un’eventualità piuttosto aleatoria: vale a dire che Ankara, spingendosi all’estremo, finisca col rompere con la Nato. Allo stato delle cose, uno stratega accorto può soltanto attendere che il frutto, in caso di maturazione, cada da sé nella metaforica cesta.
È chiaro che l’operazione Afrin ha una duplice funzione: annientare i Curdi nelle zone di frontiera e realizzare una zona di controllo turco nella Siria settentrionale, da usare come base per i jihadisti anti-Assad sostenuti da Ankara - magari dando alla Turchia l’egemonia su quel che resta del jihadismo in Siria.
Ciò significherebbe prolungare il conflitto siriano e vanificare le vittorie governative appoggiate dai Russi. Ne consegue che l’operazione Afrin va contro gli interessi della Russia: è quanto basta per smentire certe dicerie riguardo un preventivo accordo fra Erdoğan e Putin.
Sembra che il regime di Assad abbia facilitato il trasferimento di combattenti curdi nella zona di Afrin, e la logica di tale iniziativa è palese: al momento le velleità curde non minacciano Damasco, mentre lo stesso non può dirsi per il caso di una vittoria turca.
Nel frattempo pare che i Curdi abbiano ceduto al controllo dei governativi alcuni territori nell’area di Aleppo. E se, come sostiene l’agenzia al-Masdar, i Curdi prossimamente consegneranno ai governativi la città di Manbij - un chiaro obiettivo turco - allora vorrebbe dire che per proseguire la Turchia dovrebbe mettersi contro anche la Russia.

IL DILEMMA DELLA RUSSIA

Qui le cose si fanno complicate per la politica russa, che si trova a muoversi su una specie di filo del rasoio. Da un lato, senza cooperazione turca la stabilità della Siria resta a rischio, dall’altro, le iniziative di Ankara sono in contrasto con tale cooperazione.
In più, Mosca dovrà evitare lo scontro diretto fra truppe siriane e turche, e non solo perché i Siriani avrebbero la peggio: oltre al grave deterioramento dei rapporti fra Russia e Turchia (con tanti saluti alla stabilizzazione siriana), Mosca riceverebbe da Damasco e Teheran non resistibili pressioni per un suo intervento, con possibili e pericolose contromosse statunitensi.
Ma anche la Turchia ha interesse a non deteriorare i suoi rapporti con la Russia. Sembra esservi una situazione di stallo, tuttavia Mosca disporrebbe di almeno una possibilità di trattativa - soprattutto se la resistenza curda causasse ai Turchi perdite molto pesanti.
Si tratterebbe di far leva su due fattori: il fatto che Ankara avrebbe comunque conseguito l’obiettivo di mettere in sicurezza il confine siriano bloccando i rifornimenti fra Curdi di Siria e Pkk, nonché i costi - e i pericoli - che lo spingersi oltre implicherebbe.
Parallelamente, Mosca potrebbe agire sui Curdi di Siria sottolineando la convenienza ad abbandonare le iniziative azzardate sollecitate dagli Stati Uniti - che poi con disinvoltura li abbandonerebbero al loro destino - e convincendoli, inoltre, ad ammorbidire l’atteggiamento verso il governo di Damasco, poiché un accordo con esso potrebbe avere effetti tranquillizzanti sulla Turchia.
Come corollario ci sarebbe da persuadere Damasco ad accettare al momento (e sotto protezione russa) sia una presenza turca nel nord che la concessione ai Curdi di una qualche autonomia che non risulti pericolosa per gli interessi di Ankara.

g) Per un Utopista Rosso il lavoro culturale e la creazione artistica in particolare rappresentano il più nobile tentativo rivoluzionario per lottare contro le paure e la morte. Ogni creazione è un atto d’amore per la vita, e allo stesso tempo una proposta di umanizzazione.

a) La fin ne justifie pas les moyens, et dans les moyens que nous utilisons doit apparaître l'essence de la fin projetée.

b) Appui aux luttes de tous les peuples menées contre l'impérialisme et/ou pour leur autodétermination, indépendamment de leurs directions politiques.

c) Pour l'autonomie et la totale indépendance par rapport aux projets politiques du capitalisme.

d) Unité du monde du travail intellectuel et manuel, sans discriminations idéologiques d'aucun type, en dehors de l'identité "anticapitaliste, anti-impérialiste et pour le socialisme".

e) Lutte contre les bureaucraties politiques, et pour la démocratie directe et conseilliste.

f) Sauver la vie sur Terre, sauver l'Humanité.

g) Pour un Utopiste Rouge, le travail culturel, et plus particulièrement la création artistique, représentent la plus noble tentative révolutionnaire pour lutter contre la peur et contre la mort. Toute création est un acte d'amour pour la vie, et en même temps une proposition d'humanisation.

d) Unidade do mundo do trabalho intelectual e físico, sem discriminações ideológicas de nenhum tipo, fora da identidade “anti-capitalista, anti-imperialista e pelo socialismo”.

e) Luta contra as burocracias políticas, pela democracia directa e dos conselhos.

f) Salvar a vida na Terra, salvar a humanidade.

g) Para um Utopista Vermelho o trabalho cultural e a criação artística em particular representam os mais nobres tentativos revolucionários por lutar contra os medos e a morte. Cada criação é um ato de amor para com a vida e, no mesmo tempo, uma proposta de humanização.
